Conservation commission issues Orders of Conditions for several projects and grants COC for 4 Water Street

On May 20 the Ipswich Conservation Commission issued a positive Order of Conditions for a home addition at 94 Town Farm Road with NDZ marking and stormwater maintenance conditions, approved an OOC for a basketball court at 112 Town Farm Road and an equestrian trail project, and granted a full and final Certificate of Compliance for landscaping at 4 Water Street.
The Ipswich Conservation Commission voted unanimously on May 20 to approve several project permits and to grant a Certificate of Compliance for completed landscaping.
At 94 Town Farm Road, representatives described plans to erect NDZ markers and manage phragmites by mowing limited buffer areas outside permanently marked NDZ lines. Chair Jennifer Hughes asked that stormwater features—gutters and two drip-edge trenches—be included in perpetual maintenance conditions. Commissioner Sissy ffolliott moved to close the public hearing and Commissioner Patrick Kriksceonaitis moved to issue a positive Order of Conditions as amended; the motion passed unanimously. The OOC includes a condition requiring permanent NDZ markers and a condition allowing mowing behind markers to limit invasive phragmites spread, plus perpetual maintenance for stormwater structures.
The commission also approved an Order of Conditions for construction of a basketball court at 112 Town Farm Road. Agent Mary Lester will finalize the OOC language to reflect NDZ/NBZ marker placement and specify restoration and mitigation plantings; Commissioner James (Jim) Stone moved to issue the OOC as amended and it passed unanimously.
For a proposed equestrian trail (15 Chebacco and 32 Candlewood Road) submitted by the Essex County Trail Association, Commissioners approved an OOC that includes five stream crossings, quantified amounts of wetland disturbance, restoration/mitigation requirements, monitoring success criteria and a stipulation that crushed-stone maintenance remain within the approved footprint.
Separately, the commission issued a full and final Certificate of Compliance for landscaping work at 4 Water Street after Agent Mary Lester inspected the completed riverfront improvements. Owner Lillie Ris presented photographs showing a crushed-stone path, shed base and a stone sitting wall; the commission approved a waiver of an as-built and granted the COC unanimously.
Next steps: Agent Lester will finalize revised OOC language where requested and the commission will monitor compliance per the issued conditions.
