Duarte council introduces parking‑code changes to align ADU and addition rules

City planning staff recommended and the council introduced an ordinance to amend Duarte’s off‑street parking rules for single‑family properties, a set of changes staff said will make local rules consistent with recent state ADU law.
Administrative Secretary Melanie Gregorian told the council the proposal (Ordinance 26‑04) would eliminate a 250‑square‑foot cap for additions to legal nonconforming properties and a 600‑square‑foot cap for properties with physical limitations, remove a three‑car garage requirement, and update ADU parking language to match state law. "Our staff recommends that the city council adopt ordinance 26‑04, amending development standards related to single family residences and off street parking requirements," Gregorian said.
Council members pressed staff on what limits would remain if square‑foot caps were removed. Staff and councilors noted that setbacks, a 35% lot‑coverage rule and other standards would still constrain additions. The planner said a proposed 350‑square‑foot master‑bedroom addition could be allowed if the project complied with remaining development standards. "They would potentially be allowed to do that 350 square foot addition as long as they comply with all other standards listed within our development code," Gregorian said.
No public speakers addressed the item during the opened public hearing. The council moved to introduce the ordinance for first reading and the motion carried.
