Resident urges clearer sidewalks; council and staff cite enforcement and capacity limits

Law Director Brad Bryan replied that Village ordinances place the responsibility for clearing sidewalks on property owners; he said the Village has issued reminders and, on rare occasions, citations. Bryan told council that enforcement becomes difficult when Ohio Department of Transportation plows return snow onto sidewalks after owners clear them, and when snow from parking lots must be piled at the curb.
Service Department Superintendent Jason Walters told Council the Village lacks equipment to clear every sidewalk and that his department’s first priority is plowing streets and senior driveways. Walters said some commercial and residential property owners do not have staff or capacity to clear sidewalks and that private plow contractors are heavily engaged during storms. He said he is "open to taking direction from the Mayor and Council as to how they want these matters handled."
Mayor Jennifer Domzalski said she recognizes both sides of the issue and is willing to allow short departures by first responders for coffee or lunch when coverage remains available, but said the privilege should not be abused.
Why it matters: uncleared sidewalks create safety risks for pedestrians, especially seniors and people with mobility challenges; the Village cited legal limits and practical constraints to enforcement and equipment availability. Council did not set a new enforcement policy at the meeting; Walters indicated he would follow directions from the Mayor and Council if they provide them.
