The Dickinson County Planning and Zoning Commission voted 5-1 to authorize spending $2,800 to hire MSA, a Des Moines consulting firm, to draft a county renewables ordinance. Commissioner Nancy Menke moved for the expenditure and Commissioner Erica Schultes seconded; the motion passed with Chair James Blum voting against it.
Zoning Administrator Megan Kardell told the commission MSA had prepared Lyon County’s renewables ordinance and that the firm’s approach is among the strictest in the state. Kardell said the quoted price for MSA’s review and draft work was about $2,800, and noted she had discussed scope with an MSA employee named Jenna.
Commissioners discussed the need to update the county’s approach to renewables and asked staff to review the two finalists for the comprehensive plan consultant (Confluence and RDG) before a final selection. The motion to hire MSA covers drafting an ordinance; any subsequent policy adoption would require additional hearings and formal adoption steps.
