Madison County planning board sets June 16 public hearings on multiple rezoning requests

Carnell Scott, chair of the Madison County Planning and Zoning Board, opened the meeting and reported to members that he had briefed the Board of Commissioners on P&Z recommendations: "Everything was approved except for one. And that was the rezone for the variance for the uh lawn that was uh being built on Lucky Jones Road. Uh we voted to deny and the board of commissioners uh reversed our decision and voted to approve." The board approved minutes from its May 5 regular meeting and the May 19 public hearing by voice vote.
Melissa Payne, zoning administrator, presented nine rezoning applications scheduled for public hearings on June 16, 2026. Key proposals included a request to rezone 8.88 acres at 231 Farm Dudley Road (Bowman) from A1 to AR to allow an accessory dwelling unit for a family member; a 13.86‑acre split at 2009 River Road (Carlton) where a 4‑acre parcel would be retained by Weston Stratton and the remainder returned to Matt Stratton; and a 45.7‑acre family division on Jot ’Em Down Road to create two ~10‑acre and two ~12–13‑acre tracts. Payne noted where 30‑foot easements will be required for access on several parcels and confirmed which tracts have road frontage.
Several residential lot‑line adjustments and family transfers were also discussed, including requests involving Janie Keysler to isolate an existing home and sell remaining acreage, a gift of roughly 1.507 acres by Al Duran and Paula Rodriguez to their son, and a series of related rezonings by John Vickery to combine a 0.54‑acre parcel with an adjacent granddaughter’s lot to include an existing barn. Board members asked clarifying questions about access, existing mobile homes and pole‑barn conversions, and where easements will run.
No final zoning decisions were made at the meeting; the board concentrated on technical and procedural matters and on whether particular lot configurations comply with the county’s rural conservation and South Madison character areas. The board adjourned after calling for the June 16 public hearings and after a motion to adjourn carried unanimously.
The board’s packet and staff reports list addresses, parcel map numbers, acreage and access notes for each application; members and applicants are expected to return for the June 16 public hearings where the public may comment and the board will take formal recommendations to the county commissioners.
