Commission approves conditional-use permit for Pine Hill Rd.; Stagecoach Drive CUP tabled amid litigation

Applicant James Shulterbrondt addressed the board at the July 24 public hearing, saying he seeks permission to place a manufactured home on a 1.35‑acre R‑1 parcel at 131 Pine Hill Rd. Commissioner Timothy Biddle moved to approve the permit; Commissioner Jason Frost seconded and the board approved the conditional‑use permit unanimously under the condition that required site, septic and perk requirements are met before placement.
During the July 2 meeting the board had previously moved to reschedule a work session so that a public hearing for Shulterbrondt’s request could be held; neighbors at the July 24 hearing spoke in support. Chairman Charles Coffey explained the CUP process exists so property owners can seek manufactured-home placement without meeting a five‑acre requirement.
Separately, at the July 2 meeting the board voted to table a conditional‑use permit for 110 Stagecoach Drive to the Aug. 6 meeting because of pending litigation. The tabling motion was recorded as made by Commissioner Jason Frost and seconded by Commissioner Timothy Biddle; the minutes note that one commissioner abstained from that tabling vote but do not identify the abstaining member.
Next procedural steps: County staff will verify septic/perk and other permit conditions for the Pine Hill Rd. parcel before issuing any permit, and the Stagecoach Drive CUP will appear on the Aug. 6 agenda for further action.
