Board approves contracts, names interim bailiff and designates arts group for grant eligibility

- Amendment to behavioral-health contract (Item 5.3): The board approved Amendment No. 1 to contract C20206 with Nancy Callahan (behavioral health consultation) to increase the not-to-exceed amount from $25,000 to $45,000 for the term through June 30, 2026. - Senior meal services contract (Item 5.4): The board approved a contract with Maverick J Enterprises, Inc., d/b/a Mad Dog Cafe, for senior meal services for $54,600 covering 05/05/2026 to 06/30/2027 and waived competitive bidding procedures. HHS Director Angela Slace said the vendor had not yet provided the required certificate of insurance and staff stated services would not begin until the COI is on file; the contract was approved subject to receipt of the COI.
- Public-works contract: Supervisors approved a contract with Miguel's Wax and Windows in the amount of $489,802 (term beginning 05/05/2026 through later years) and authorized the community development director to amend scope within the total contract cost. Community Development Deputy Director Ethan Gray (Speaker 17) said the contractor must increase automobile insurance limits and provide a workers' compensation-exempt form; the board approved the contract subject to receiving the updated insurance and paperwork.
- Interim bailiff appointment (Item 8.2): The board adopted a resolution appointing retired annuitant Krista Hartounian as interim bailiff while the sheriff recruits to fill the vacancy; the sheriff explained the interim appointment covers court day duties and noted the position can be held up to 24 months under PERS rules. The appointment passed unanimously.
- Arts and Culture designation (Item 8.1): The board adopted a resolution designating Arts and Culture Alpine County as the county's State-Local Partnership Organization, which staff said is a grant-funding requirement for the County Arts Council; January (Speaker 8) described planned programs and a prospective Main Street gallery and workspace pending permit approvals.
What happens next: Staff will ensure required certificates of insurance are on file before vendors begin work, finalize any required workers' compensation documentation, and the chair will sign the arts resolution once returned from the virtual office.
