Brooklyn Heights council adopts 2026 appropriations, approves equipment purchases and other emergency ordinances

The Council of the Village of Brooklyn Heights on Feb. 17 unanimously approved the fiscal year 2026 appropriations and passed multiple emergency ordinances authorizing smaller capital and administrative actions, including steps to secure grant funding and to purchase a backhoe for the Service Department.
The most consequential votes included Ordinance 16-2026, the emergency appropriations ordinance for fiscal year 2026, which passed 5-0 after Council members said they had reviewed the budget thoroughly. Council member Hudson noted the group had spent significant time reviewing the plan, and Mayor Procuk reiterated that the administration intends not to exceed the approved budget while retaining flexibility to transfer funds if revenues improve.
Council also approved legislative steps tied to a planned backhoe purchase. Engineer Jennifer Zoldak told Council the Village will apply to the Northeast Ohio Regional Sewer District (NEORSD) Community Cost Share Program to use available stormwater funds for the purchase; she said the grant would cover roughly 95% of the cost with the Village's local share estimated at about $300. Council adopted Ordinance 14-2026 (authorize application to NEORSD) with a recorded Yeas: 4 / Nays: 1 / Abstained entry in the minutes; the subsequent purchase authorization (Ordinance 18-2026) to enter a sales agreement with Southwestern Equipment Company for a 2025 CASE utility backhoe was adopted 5-0.
Other measures approved included:

Council recorded a $30,000 transfer that had been reallocated from the retirement fund to the capital account as a cash-flow step; Finance reporting noted $200,000 had been redeemed from STAR Ohio for cash flow needs and that the Village's STAR balance was about $4.3 million with approximately $14,000 earned in interest for the month. The clerk-treasurer also said February revenues were trending above last year and the Village remained on pace to meet a roughly $7 million income-tax projection for the year.
The meeting concluded with a motion to enter executive session to discuss negotiations and a personnel matter. Council returned and adjourned without further recorded action.
