The Enfield Select Board moved forward on two town-owned parcels after hearing several abutters and residents during a public hearing. The board authorized conveyance of the mobile home at 22 Daniels Drive to Lakeside Cooperative under terms presented by staff and agreed to use a request-for-proposals process for 140 Rice Road to solicit redevelopment proposals.
Residents who live near the Rice Road parcel urged the board to consider neighborhood impacts and environmental constraints. "I would like to see the RFP process for the properties," said Roy Holland, a Lock Haven Road resident, urging the board to evaluate proposals that "are most advantageous for the taxpayers and the town." Abutters who spoke included Brad Nickel, who said Whaleback abuts the parcel and seeks an outcome that benefits both neighbors and the town, and Pete Robert (139 Rice Road), who raised concerns about possible commercialization of Rice Road and questioned the acreage listed for the parcel.
Town staff recommended different sale processes for the two parcels. For 22 Daniels Drive — described at the meeting as a mobile home on town property — staff recommended working with the existing trailer park operator to address outstanding lot rent and to avoid costly removal and disposal. The Select Board approved a motion authorizing conveyance of 22 Daniels Drive to Lakeside Cooperative for consideration of $1 with outstanding taxes, interest and penalties to be abated and lot rent/fees to be waived; staff were authorized to execute closing documents. The motion as recorded in the transcript did not identify a named mover or second.
On 140 Rice Road (Map 2, Lot 52), board members debated alternatives including listing on the MLS, direct negotiation with neighbors, and the RFP route. Several members and members of the public expressed support for an RFP that would let the town assess proposals for tax value, public benefit, or other community priorities. A motion to pursue an RFP passed by voice vote, recorded in the transcript as passing 4–1.
The board asked staff to draft the RFP and return it to the Select Board for review before release. No formal price was set on either parcel at the hearing; the board instructed staff to follow the town’s established disposal procedures and legal requirements for tax-deed property.
What happens next: staff will prepare the conveyance documents for 22 Daniels Drive and draft and circulate an RFP for 140 Rice Road for Select Board review before public release.
