Commission approves Board of Education lease, EMA truck, IDA reappointments and advances elections ordinance

The Unified Government of Cusseta‑Chattahoochee County’s Board of Commissioners approved several agenda items on Nov. 12, voting unanimously on motions to allow the Board of Education to use the Old City Hall building, to purchase a truck for the Emergency Management Agency (EMA), and to reappoint two members to the Industrial Development Authority (IDA).
Commissioner Jason Frost moved to approve the second reading of an ordinance creating a three‑member Board of Elections and Registration, and Commissioner Gerald Douglas seconded; the motion passed unanimously. The ordinance, included in the meeting packet, cites O.C.G.A. § 21‑2‑40.1(b) and directs the county to establish a board to take over election‑superintendent and registrar duties beginning Jan. 1, 2025. The ordinance text sets appointment procedures, staggered terms, meeting and staffing rules, and requires the County Manager to hire an elections supervisor based on candidates recommended by the elections board.
Other approved items recorded in the minutes included a vote to purchase a truck for EMA (mover: Commissioner Timothy Biddle; seconder: Commissioner Jason Frost) and the reappointment of Mattye Kinney (mover: Commissioner Biddle; seconder: Commissioner Frost) and Gene Burgamy (mover: Commissioner Hoyte; seconder: Commissioner Biddle) to the IDA. The minutes list all those votes as unanimous.
The cemetery bylaws item was tabled to Dec. 3. The minutes also include a commercial lease agreement for the Board of Education showing a base annual rent of 3600 and a lease term scheduled to begin Dec. 30, 2025; the commission approved the Board of Education’s use of Old City Hall at the meeting.
The meeting record notes that the county attorney told commissioners of pending litigation — a sign‑related suit involving Commissioner Hoyte — with an appeal hearing set for Dec. 6.
