Blytheville City Council waives competitive bids for equipment purchases, adopts amendment to prior resolutions

The Blytheville City Council met Feb. 17, 2026, at the Ritz Civic Center and unanimously approved three ordinances waiving the competitive-bid process to allow immediate purchases of municipal equipment and adopted a resolution amending prior actions related to “Critical Edge.”
The council adopted Ordinance No. 2097, offered by Council Member Barbara McAdoo-Brothers, to waive competitive bidding and authorize replacement equipment for Blytheville Wastewater at the Lockard Street lift station at a cost of $195,543.86. R.L. Jones moved to suspend the rules and read the ordinance; Matt Perrin seconded. Jones later moved to adopt the ordinance (seconded by Perrin), and the motion passed 5–0. The council then enacted the ordinance’s emergency clause on a motion by Linda Moore, seconded by Shirley Marshall, by a 5–0 vote, making the measure effective immediately.
Ordinance No. 2098, offered by Council Member Shirley Marshall, waived the competitive bid requirement for the purchase of dumpsters for the Public Works department in the amount of $40,000. After motions to suspend the rules and read, R.L. Jones moved adoption (seconded by Matt Perrin). The ordinance and its emergency clause (moved by Barbara McAdoo-Brothers and seconded by Linda Moore) passed by unanimous 5–0 votes.
Ordinance No. 2099, offered by Council Member Linda Moore, waived the competitive bid process for purchase of an excavator for Blytheville Waterworks at $70,112.06. Following the same procedural steps—motions to suspend rules and read, and a motion to adopt by R.L. Jones (seconded by Matt Perrin)—the council approved the ordinance 5–0 and enacted its emergency clause on Moore’s motion, seconded by Shirley Marshall, vote 5–0.
The council also adopted Resolution No. 06, offered by Barbara McAdoo-Brothers, to amend Resolutions Nos. 2025:18 and 2025:22 related to “Critical Edge.” The motion to adopt the resolution was made by Linda Moore and seconded by McAdoo-Brothers; the vote was 5–0.
