SUDA postpones $10,000 Hopeful Outreach decision, moves to formalize grant process

SUDA’s chair moved on Tuesday to postpone deciding a $10,000 allocation to Hopeful Outreach and to seek more information on how the agency would use the money and coordinate with other local services.
"I would like to make a motion that we look at the $10,000 to Hopeful Outreach and break that down into more a smaller, smaller allocated funds and see if, in fact, we can get the feedback back from them in a consistent manner as to what to make sure there's not a duplication of services," the chair said, introducing the motion. A committee member seconded the motion, and members approved postponement by voice vote.
Why it matters: SUDA reported approximately $81,988.72 in available opioid-settlement funds and about $4,422.90 in a SUDAC expenses account. Members said they want clearer, written descriptions and a rubric showing how prospective grantees will spend money and how they coordinate with other providers before authorizing larger awards.
Committee members proposed establishing a repeatable application cycle so applicants know when to apply and the committee has time to review requests. "If we established a program annually that we put, you know, a deadline for applications to come in ... then we take the time necessary after that," one member said, urging a predictable schedule. Members discussed semiannual cycles to accommodate applicants with different fiscal years.
The chair said she will meet with Hopeful Outreach to get more detailed budget and program information and asked staff to assemble a record of prior SUDA expenditures to clarify what payments the committee has already made to local agencies. The item will return to the committee agenda after the chair’s follow-up.
The committee did not approve any new grant award during the meeting; the motion to postpone carries no funding obligation.
