Salem Council accepts UDOT and Utah County funds to finish Salem Canal Trail and approves final contractor payment

Salem City Council voted unanimously on Jan. 7 to accept additional state and county funding to complete the Salem Canal Trail and to authorize a final contractor payment to close out the project.
City Manager Matt Marziale told the council the city has been offered $1,184,633.59 from the Utah Department of Transportation’s Transportation Investment Program, which requires Salem to commit $296,158.40 in local matching funds. Marziale said the UDOT funds will be reallocated from two other projects and described the action as fiscal reallocation rather than new net spending: "It's just a matter of management of funds from one area to another." The council approved the UDOT agreement on a motion by Councilperson Paul Taylor, seconded by Councilperson Cynthia Deveraux Rees (vote: 5–0).
Marziale also asked the council to accept an interlocal cooperation agreement with Utah County for $2,292,802.00 (via MAG funding) to help complete trail work near Loafer Mountain Parkway and Woodland Hills Drive. Councilperson Cristy Simons moved to accept the interlocal agreement; the motion passed unanimously.
With the funding in place, the council approved a final change order and payment of $30,044.39 to Kenny Seng Construction to finish outstanding work on the Salem Canal Trail. Staff explained the contractor payment will be reimbursed from the newly accepted UDOT and Utah County funds.
Why it matters: Completing the remaining roughly two miles of the Salem Canal Trail will create continuous multiuse trail connectivity from Salem to Payson, improving nonmotorized travel options and recreation access across municipal boundaries. The council recorded unanimous votes to accept the funds and authorize payment, moving the project toward completion.
Next steps: Staff will finalize contract administration and apply the UDOT and Utah County funds to outstanding invoices; the project will proceed with the payments and closeout process.
