DuPage County Human Services Committee approves grants, contract awards and staffing extension

The DuPage County Human Services Committee on June 2 approved a package of grant acceptances, appropriations and contract actions covering energy assistance, weatherization, homeless prevention and community development.
The committee approved acceptance and appropriation for the Low-Income Home Energy Assistance Program (LIHEAP) state grant for program year 27 (file FIR009026). The motion was moved by Member Tart and seconded by Member Heather and carried. The transcript lists the LIHEAP amount as $4,699,341,000; that figure in the transcript appears to contain extra digits and is flagged as likely a clerical error pending the county’s official record.
Members also approved the Home Weatherization Assistance Program HHS grant for program year 27 in the amount of $974,465; the Illinois Home Weatherization Assistance state grant for $69,599; and a $384,000 grant from the Illinois Department of Human Services to support homeless prevention efforts. The committee approved issuing payments to energy assistance providers under the LIHEAP intergovernmental agreement in the amount listed as $3,947,445.
Budget adjustments approved included a $3,972 increase to the Emergency Solutions Grant (from $286,959 to $290,931) and a $59,221 increase to the Community Development Block Grant for program year 26. The committee approved a reduction in HOME Investment Partnerships funding from $1,722,324 to $1,681,900 (a reduction of $40,424); County staff told members that projects are not yet under contract and the reduction would not affect funds already under contract.
Procurement and staffing actions included approval of a purchase order to Professional Medical and Surgical Supply Inc. to furnish ostomy, tracheostomy, urological and enteral feeding supplies for the DuPage County Care Center for July 30, 2026–July 29, 2027, not to exceed $44,000, and a purchase order for beverage services not to exceed $30,600. The committee also approved an amendment to extend United Staffing Network’s contract for supplemental pharmacy staffing at the DuPage County Care Center through Nov. 30, 2026; members discussed the extension as a response to parental leave affecting pharmacy staffing.
The committee approved travel for community-services staff to the National Alliance to End Homelessness conference in Washington, D.C., July 7–10, 2026; travel costs were listed in the agenda as an approximate total (transcript shows an incomplete figure).
