Shannon Herman said the rubber surfacing improves ADA accessibility (wheelchair traversability vs. sponge mulch), reduces maintenance and can be color‑matched to existing park surfaces.
The grant requires a 20% local match; staff identified approximately $40,000 of matching funds and said the city can apply on short notice because the application deadline was imminent. Staff noted the property recently transferred from county to city control and that the proposed work is ready for immediate execution if funded.
Committee voted unanimously to forward the grant application to full council for approval of the application and matching funds; staff said grant success is not guaranteed and the state weighted scoring will be confirmed by the next day.
