The Valley View village council on May 6 unanimously passed Ordinance 2025-5-2 to accept a bid for the 2025 Alexander Road reconstruction project.
Mr. Ciano, who addressed the council during the ordinance discussion, said "the spread between the top three contractors was less than 3%" and described an alternate "MS concrete" option that would allow the contractor flexibility to work earlier in the contract window. He said the alternate increases the contract by about $60,000 in the way the numbers were presented.
Mr. Ciano also described outside funding: "the contribution from the college is ... a reimbursement grant," and he said the reimbursement will come after the village spends the funds; he added it will "probably come in at the end of the year." The transcript did not clearly state the college's exact pledge amount.
Council members asked about schedule and impacts; Mr. Ciano said the project "should be completed by Thanksgiving and should have no impact to the school bus." The council suspended the rules for third reading and approved the ordinance on a unanimous vote.
The acceptance of the bid allows the village to proceed with contract execution and, if the alternate is exercised, to give the contractor flexibility on concrete sequencing during the work zone. The mayor had earlier said county funds make the project "very doable."
