River Ridge CDD approves goals and performance measures to comply with HB7013

Trustees approved a Goals & Objectives framework and performance measures to satisfy new state law (HB7013), setting categories, a reporting schedule and a December 1, 2025 initial posting requirement.
The River Ridge Community Development District voted Aug. 27 to adopt Goals & Objectives and associated performance measures required under recently enacted state legislation (HB7013).
District Manager Cleo Adams, District Counsel Tony Pires and District Manager Chuck Adams explained the new statutory requirement that special districts establish annual goals and develop performance measures to assess achievement. The Board identified three focus categories — Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability — and approved a reporting form to document those measures.
The Board recorded the initial report due date as Dec. 1, 2025, and added the task to the district’s Key Activity Dates. On a motion by Mr. Kurt Blumenthal, seconded by Mr. Robert Twombly, the Goals & Objectives and the Performance Measures/Standards & Annual Reporting Form were approved "with all in favor."
The action places the district on a statutory timetable to post an initial performance report and to measure progress annually.
