Engineer: Holly Hills Elementary project could affect district infrastructure; manhole repairs to be corrected

Will Raatz of W2 Engineers presented the district’s engineering report and highlighted three items of operational importance.
Raatz said the Holly Hills Elementary School project could affect the District’s water and sewer infrastructure. Director Thomas Thomasson asked whether the District should assess a tap fee; Raatz agreed to further investigate the project design and report back with information that would allow the Board to decide whether a fee or other mitigation is appropriate.
Raatz also expressed dissatisfaction with manhole repairs on Monaco performed by Lucky Dog Contracting. He said he would coordinate corrective work with the contractor and facilitate invoice submittal to ensure the District receives appropriate documentation and remediation.
Finally, Raatz described design complications on a separate project and recommended a three‑phase delivery approach to limit near‑term expense unless the District secures funding to complete the work in one phase. Directors Thomasson and Kemmeries discussed possible coordination with other nearby projects to reduce costs; Raatz said additional information about those projects is needed before determining feasibility.
The Board asked staff and consultants to return with design details, cost estimates and any recommended tap‑fee approach for further consideration.
