Holly Hills board certifies delinquent sewer accounts, sets Nov. 20 budget hearing

The Holly Hills Water and Sanitation District Board of Directors voted unanimously Oct. 16 to certify delinquent sewer accounts for collection and set a public hearing on the 2025 budget for Nov. 20, 2024.
Director Thomas Thomasson called the meeting to order and opened a public hearing on the Certification of Delinquent Accounts for Arapahoe County. AJ Beckman of Public Alliance, LLC told the Board that property owners with sewer bills delinquent $150 or more for six months or longer had been mailed certified notice of the hearing and that no interested parties appeared to object. On a motion by Director Scott Kemmeries, seconded by Director Thomasson, the Board approved Resolution 2024-10-1 authorizing certification of the delinquent accounts for collection by the Arapahoe County Treasurer.
The action follows standard collection practice and places the delinquent balances with the county treasurer for collection; the resolution passed by unanimous vote of the three directors in attendance. The Board also reviewed and accepted routine financial business: the accounts payable list for the period ending Oct. 16, 2024 was approved by motion (yes, unanimous) in the amount of $23,874.32, and the Board accepted unaudited financial statements for the period ending Sept. 30, 2024 on a unanimous vote.
Director Linda Rhea moved and Director Scott Kemmeries seconded a motion to set the District's 2025 Budget Hearing for Nov. 20, 2024 at 7:00 p.m. at the regular meeting location; that motion passed unanimously. Mr. Mike Bakarich of Moraine Bakarich CPAs had reviewed the draft 2025 budget for the Board but no final adoption occurred at this meeting.
The next procedural step is the Nov. 20 budget hearing, where the Board will consider public comment and any changes before adopting the 2025 budget. The certification of delinquent accounts will proceed with collection by the Arapahoe County Treasurer as authorized by Resolution 2024-10-1.
