Winnebago County supervisors approve abandonment of unbuilt drainage laterals, authorize easement talks and certify primary election

Chairperson Bill Jensvold presided over the session with Supervisors Terry Durby and Supervisor Smith recorded present. On a motion by Supervisor Terry Durby, seconded by Supervisor Smith, the board first approved the minutes from the June 2 meeting and the June 9 agenda; all voted aye.
Kris Oswald, the drainage clerk, reported on the DD 92 reclassification stemming from 2019 and said that a subsequent review found some laterals shown on maps were never constructed. According to the engineer firm referenced in the record, Jacobson Westergard, those laterals should be formally abandoned to correct the official drainage record. On a motion by Supervisor Smith, seconded by Supervisor Terry Durby, the board voted unanimously to abandon the unbuilt laterals in DD 92.
The board also approved moving forward to negotiations on an easement on railroad property in Newton Township. The motion, made by Supervisor Terry Durby and seconded by Supervisor Smith, passed with all members voting aye.
The supervisors then approved the official canvass for the June 2, 2026 Primary Election “as prescribed by law,” citing Iowa Code 43.49 in the record. The board recorded 894 people voting at the polls on Election Day, 151 absentee ballots accepted for counting, 0 provisional ballots accepted for counting, and a total of 1,045 people voting. The minutes list the nominated county candidates and their party status; for county offices the record shows Republican nominees where noted and no Democratic nominees listed in several races.
All motions recorded in the minutes passed by unanimous vote. The session was adjourned until 9:00 A.M. June 16, 2026.
