At its Nov. 13 meeting the Village of Shelton Board of Trustees adopted a slate of routine but consequential measures: the One‑ and Six‑Year Street Improvement Program, an updated master fee schedule, a procurement policy change increasing the employee purchasing threshold to $1,000, a zoning consulting agreement with Miller & Associates, and the NDOT Year‑End Certification of City Street Superintendent.
• Street program: After a public hearing during which Miller & Associates presented a first‑year maintenance plan and a six‑year resurfacing schedule, the board adopted Resolution No. 25‑11‑13 to approve the One‑ and Six‑Year Street Improvement Program. Notice of the hearing was attested as posted at Larry's Market, Cornerstone Bank of Shelton and the Shelton Clipper.
• Fees and procurement: The board adopted updates to the Master Fee Schedule (Resolution No. 25‑11‑13E) that increase several application and permit fees, add an ATV/Golf Cart permit at $50 and convert lagoon dumping to a per‑load fee of $125. The board also raised the threshold for employee purchases without prior board approval from $750 to $1,000 by Resolution No. 25‑11‑13F.
• Zoning services and NDOT certification: The board approved an agreement for limited professional zoning consulting services with Miller & Associates (Resolution No. 25‑11‑13D) and authorized the chairperson to sign the NDOT Year‑End Certification of City Street Superintendent to secure highway allocation funds (Resolution No. 25‑11‑13G).
The meeting also included a presentation from the Nebraska Public Power District on community energy matters, the unanimous approval of several construction payments, and direction for staff to return written proposals on security cameras at the park, pool and disposal site at the December meeting. The board adjourned at 7:53 p.m.
