Winnebago County supervisors set hearings, appoint engineer and approve claims

At its June 2 meeting the Winnebago County Board of Supervisors unanimously approved minutes and payroll, set public hearings on appointed attorney fees and an amendment to Nuisance Ordinance No. 5, appointed Jacobson-Westergard as engineer for DD 65, and approved vendor claims including several large payments.
The Winnebago County Board of Supervisors met June 2 and unanimously approved routine business including the May 26 minutes and the meeting agenda. On a motion by Supervisor Durby and seconded by Supervisor Smith, the board approved those items, with the board recording that "All voted aye."
The board set two public hearings: one on appointed attorney fees at 9:00 A.M. June 30, 2026, and another to consider amending Ordinance No. 5 (Nuisance) at 9:00 A.M. July 14, 2026. Both hearing dates were set on motions by Supervisor Durby, seconded by Supervisor Smith, and each motion passed unanimously.
Kris Oswald, Drainage Clerk, reported on drainage district matters. Oswald said Drainage District 92 had been reclassified in 2019 and that preliminary maps from 1920 were used even though the district was not created until the 1940s; only certain schedules (Main Ditch, Main Tile, Lat 1–3 and Sub 1) were created. The board, acting as trustees, plans to inactivate additional schedules that were not created at next week’s meeting.
Oswald also reported that DD 65 currently has only a Main Ditch schedule despite laterals being present and that a repair to the Main Tile prompted the trustees to reclassify the district. On a motion by Supervisor Smith and seconded by Supervisor Durby, the board appointed Jacobson-Westergard as the engineer for DD 65; the motion carried with all voting aye.
Scott Meinders, Engineer, updated the board on Secondary Roads work. He said the county has hired a surveyor for work in Norman, that micro-surfacing will begin on A38 using TIF funds, that the Nelson/Andersland project is complete except for seeding, and that crews will begin moving blacktops soon.
The board approved the listed vendor claims and ordered them to be paid. The claims docket included payments to Dustpods LLC ($21,378.00), Vanguard Appraisals Inc. ($14,800.00), Core & Main ($7,531.32), Diamond Vogel Inc. ($3,081.00), County Line Drainage ($2,500.00) and various utilities, mileage and service charges. On a separate motion by Supervisor Durby, seconded by Supervisor Smith, the board approved payroll claims; that motion also passed unanimously.
The Auditor’s Office received a Manure Management Plan for "Norske 4 #71220" in Winnebago County, which was announced to the board. The meeting adjourned with the next session set for 9:00 A.M. on June 9, 2026.
