Committee pre-files resolutions for sidewalk, building system and senior center repairs; bridge and lifeguard training work also funded

The Putnam County Physical Services Committee on April 23 agreed to pre-file a slate of resolutions covering capital repairs and program funding across the county.
Key actions included amending capital project 20CP04 to add funds to the Sidewalk Safety Repair Program and amending 25CP02 to cover building management system upgrades at the Bureau of Emergency Services. Deputy Commissioner Joseph Bellucci said the building-management system monitors utility functions and confirmed the emergency-services building was part of an earlier energy performance financing. Commissioner Feighery said the next candidate for such systems is the new courthouse.
The committee authorized 26CP01 to fund Putnam Valley Senior Center renovations to address older-building needs and code issues and pre-filed budgetary transfer 26T096 to fund the sidewalk, BMS and senior-center work. Feighery also reported a budgetary amendment to fund repair work on Bridge 5 along the Maybrook Bikeway in the Village of Brewster; Bellucci said the bridge dates to 1896 and that steelwork allowed the structure to be preserved during repairs. The committee pre-filed the reappropriation for the construction company handling the work.
Separately, the committee pre-filed an amendment (26A029) to accept SWIMS grant funds to offset lifeguard training costs for high-school and college-age students; Feighery and several legislators cited difficulty recruiting lifeguards and supported the effort.
All motions to pre-file the listed resolutions were moved and recorded as carried by the committee. Staff indicated budgetary transfers and journal entries will be completed to align accounting with actual projects.
