The Putnam County Physical Services Committee on April 23 voted to pre-file a resolution allowing the county to apply for FY2023 U.S. Environmental Protection Agency State and Tribal Assistance Grant (STAG) funds to support MS4 stormwater pollution controls. Commissioner Barbara Barosa (Planning) said the county was appropriated $2.125 million in 2023 for water-quality improvements but that the original project was discontinued and the department now seeks permission to pursue purchases of six types of MS4 pollution-prevention equipment.
Barosa said the request would require a county match; she described the funding structure as roughly an 80 percent federal contribution and a 20 percent county match. Deputy Commissioner Joseph Bellucci (DPW) told the committee the equipment is used to clean catch basins and remove debris from roadways. Legislator Sayegh asked whether the funding is related to a Southeast sewer project and whether funds would need reallocation; Barosa said allocations have not yet been set and that part of the request covers matching funds. Legislator Montgomery asked about the timeline; Barosa estimated a three- to four-month process after legislative approval.
Chairman Gouldman moved to pre-file the necessary resolution; the motion was seconded by Legislator Sayegh and recorded as carried by the committee.
Next steps: the committee approved pre-filing the resolution to begin the application process; Barosa said staff would proceed and provide follow-up information on matching requirements and any reallocation questions to the Legislature.
