Council approves hires, equipment purchase, paving contract and community events; clears grant submission

At its April 1 meeting, Belfast City Council unanimously approved the hire of a library assistant, authorized $59,209 for public works equipment, awarded a paving contract, approved parks fee changes and several facility‑use permits, and authorized submission of a CDBG façade grant application.
The Belfast City Council on April 1 took a string of procedural and substantive actions, voting unanimously on personnel, procurement and event requests.
Appointments and personnel: The council approved appointing Randy Box of Belmont as a full‑time library assistant specializing in teen services. The library director noted Box’s part‑time service since 2021 and that the position drew more than 50 applicants.
Equipment and procurement: Council approved a public‑works equipment purchase of up to $59,209 from account 410‑535 to buy a tractor with enclosed cab, a ditch mower and a bush hog. Councilors noted the additional horsepower and dealer serviceability as rationale for the purchase. The council also accepted 11 paving bids and awarded paving and milling work to Hopkins Milling and Paving at $89.90 per ton for paving and $2.25 per square yard for milling against the previously authorized $600,000 paving allocation.
Parks, fees and events: The council approved updates to the 2025 Parks and Recreation fee and reservation policy, including a new single‑day release for Belfast Boathouse weekends and clarifying resident/nonprofit/employee definitions. Councilors discussed a 10‑day versus 21‑day release window before agreeing to the policy updates. The council also approved a library‑sponsored Resiliency Fair on June 7, granted a nonprofit boathouse rental waiver to the Belfast Bay Watershed Coalition for its Walk and Roll on May 31, and approved a new Rail Trail 5K proposed by Hospice Volunteers of Waldo County for Oct. 4.
Grant submission: The council authorized submission of a State of Maine Community Development Block Grant (Community Enterprise) application to capitalize a downtown façade improvement program. Staff proposed a $100,000 application—$90,000 for façade grants, a required $25,000 match from participating businesses (five businesses at $5,000 each) and a $10,000 administrative allocation—and the council authorized the city manager to sign submission paperwork.
Other: Council approved a $350 request from the Randall Collins VFW for Memorial Day flag fundraising and completed routine signing and adjourned.
