Wastewater plant wins A grades in CMAR; dryer still underperforms, contractor given 30 days

Bradley Vic, the water/wastewater superintendent, presented the plant's 2025 Compliance Maintenance Annual Report (CMAR) and told the board the facility received A grades in every section after process improvements, including a fine‑bubble aeration retrofit that corrected past dissolved‑oxygen issues. "In that first section, we scored a 100, which is an A. And just to let you know, we got A's in every section on this," Bradley said, and described how the grading methodology has tightened under the DNR in recent years.
Board members asked detailed operational questions about influent and effluent definitions, past sewer pipe failures, and the city's preventive maintenance and lining program; Bradley said the city rotates televising and cleaning across the system every four years and has used in‑house vac/televise equipment to improve coverage.
Separately, staff reported that the new dryer for biosolids is performing at roughly 50% of design capacity. Kevin (staff) said the utility sent a non‑performance letter to the main contractor and gave them 30 days to propose corrections. Staff also ran a trial removing the DAF (diffused‑air flotation) from the feed to the screw press; the trial produced steadier dryer temperatures but did not immediately restore full design throughput. "They are only producing about 50% of the design spec on that," the staff update said. The board directed staff to continue troubleshooting and told the contractor to respond in 30 days.
