Carrabassett Valley board weighs Transfer Station policy, demolition cleanup and bridge repair options

The Carrabassett Valley Select Board examined several operational matters on July 28 tied to the town’s Transfer Station and a nearby bridge, approving a compactor repair and setting follow-up steps on demolition debris and bridge damage.
Code Enforcement Officer Chris Parks recommended accepting Atlantic Recycling Equipment LLC’s proposal to repair the Transfer Station compactor hydraulics for $4,952.50, to be paid from the Transfer Station reserve. Karen Campbell moved to approve the expenditure, Jay Reynolds seconded and the motion passed unanimously.
Town Manager Garrett Corbin told the board Waste Management is processing references and seeking to fill the Transfer Station Manager position following the unexpected death of manager Ron Cowper; the board held a moment of silence and discussed ways to honor Cowper, including a benefit and postings already made on the town website and social media. Corbin said Waste Management requested a meeting to update the town given recent staff changes; he proposed making the Transfer Station a primary topic at the board’s Aug. 11 meeting to allow a fuller discussion of operations and policy.
Corbin also raised a related issue of demolition debris and an illegal structure near Bigelow Hill, noting Aug. 11 is the deadline to remove trash and the structure. Board members indicated they would allow owners to dispose of items other than the building to expedite cleanup but noted that if the building is demolished on site a dumpster would likely be required.
Separately, staff reported decking damage to the Campbell Field Bridge caused by a one‑ton dump truck. Corbin said staff are working with the contractor to determine whether construction met specifications and are waiting for a written reconstruction proposal before submitting an insurance claim, and that the board will revisit the matter on Aug. 11.
