The Committee of the Whole approved a minor planned-unit-development (PUD) change for River 504 row homes to allow pergolas extending 12 feet into fourth-floor terraces, finding the design complies with zoning and PUD standards.
Community Development staff (Russell) explained the change is cosmetic and will not significantly alter building mass; the item was described as a minor change requested to accommodate a buyer preference. Russell also reported construction delays related to unanticipated bedrock, utility conflicts and an unexpected sanitary sewer connection issue at First and Prairie; staff has directed the developer to prioritize completing curb-line work and restoring parkway areas.
Julie Saliers of JMB Builders told the council the project is about a month behind schedule because unmarked utilities—including abandoned Nicor lines—required redesign of the sanitary alignment. Councilmembers raised safety concerns about the tight intersection while construction fencing remains close to the roadway; a resident (Steve Wessler) later urged temporary lane controls or orange barricades to improve turning space at First and Prairie.
A small number of councilmembers recorded 'No' votes, with the motion passing by roll call. The developer said it will seek to move the construction fence a few feet to get it off the roadway as soon as the curb reconstruction and sewer work allow.
