The Richfield Planning & Zoning Director told council on May 19 that the Planning Commission approved a conditional zoning certificate for 1st American Courier to operate a truck and transfer terminal at 5145 Brecksville Road (Building Five) and a conditional zoning certificate for World City Brewing to operate a non‑fast‑food restaurant at 4793 Brecksville Road. Council voted unanimously to waive its 30‑day call‑up authority for both certificates, allowing the Planning Commission approvals to stand.
Director Frantz also reported that the Planning Commission requested a white paper examining the pros and cons of data center development in Ohio as part of ongoing discussion tied to the Village’s existing moratorium and Resolution 34‑2026. "The Commission requested a white paper regarding the pros and cons of data center development, specifically in Ohio," Frantz said, noting the request includes input from legal counsel, the Village Engineer and Planning staff.
Frantz reported the Board of Zoning Appeals approved a use variance permitting storage of contractor equipment on asphalt grindings (rather than concrete or asphalt) at 4039 Hart Road; he reminded council that, under the code, council has 30 days to reverse or modify BZA decisions but had not acted on this matter during the meeting.
On infrastructure, Frantz summarized bids for the new road adjacent to McDonald’s off Wheatley Road: four bids were received and Cavanaugh Building Corporation was the apparent low bidder at $1,115,183. The 2026 capital budget for the project is $2 million; an MOU with AMVETS must be executed before construction may begin. He also updated council on the State Route 176/303 intersection improvement right‑of‑way work and the utility burial decision for Phase I, estimating Phase I at $2.4 million without utility burial and approximately $3.5 million with burial included.
