Councilors asked about staff time, decision processes and whether the city could seek grant funding to defray the initial cost. Dumont said most communities spread the fee across two fiscal years and that grant funding has covered similar projects elsewhere; he also described a typical committee and project‑management workflow and the platform’s update queue.
The council voted unanimously to refer the proposal to the ordinance review and finance committees, to investigate grant options (including Climate Resilience Partnership funding mentioned by staff) and to return to the council with budget and schedule recommendations.
