A Beachwood City Council committee on Monday reviewed a vendor traffic study and a proposal to deploy automated photo speed‑enforcement at several high‑crash locations, including school zones, Shaker Boulevard and the I‑271 corridor.
The presentation by city staff and the vendor, SiteStream, showed large shares of drivers exceeding posted limits: "72% of the drivers exceeded the 20 mile per hour speed limit in the school zone," the presenting official said, and the study recorded hundreds of vehicles traveling at 36–55 mph on key corridors. The vendor also reported that "there was 246 vehicles that exceeded over a 100 miles per hour" during a two‑day sample on high‑speed segments.
Council members and staff framed the proposal as a public‑safety measure rather than a revenue program. "I don't wanna be known as a speed trap or revenue generating," Agency official (Speaker 5) said, arguing the program should focus on times and locations where officers cannot safely perform manual enforcement. The vendor suggested targeting rush hours, school zones and the city's highest crash sites first and measuring effectiveness at about six months.

The vendor said radar triggers a capture of the rear license plate only, that "no facial images" are recorded, and that evidence packages include a short (approximately 10‑second) clip, a plate image and metadata (time, speed, GPS). Davaja said the vendor performs an internal review by former law‑enforcement staff before forwarding candidate violations to the city, and that "only the city can make the decision on whether to approve or reject a violation." The vendor also said data are stored on a CJIS‑compliant server and that retention policies are set by the city; the vendor noted violations can be kept for up to a year if required by local rules.
Council members pressed the vendor on continuous recording and buffering. "That implies that the camera is live at all times, doesn't it?" one council member asked; Davaja replied the camera is not recording continuously and only stores clips that meet the threshold set by the city. Council members continued to raise skepticism about technical buffering and asked for greater detail in the contract and demonstrations of the evidence package.
Fines, revenue and contract terms
Presenters described sample civil fine ranges (examples discussed in the meeting included a $155 fine for 10–19 mph over, $200 for 20–29 mph over, and $300 for 30+ mph over the posted limit) and said civil photo enforcement generally carries lower court fees than police‑issued moving‑violation prosecutions. The vendor proposed a revenue split in which 65% of collected civil penalties would go to the city and 35% to the vendor to administer the program; council members asked for clarity on whether any city revenue would be earmarked for traffic safety, education or the general fund.
Staff and vendor said the recommended contract length is five years with several termination clauses and an ability to cancel on notice. The vendor noted a statutory change at the state level could require removal of equipment if photo enforcement is outlawed.
Evaluation, pilot design and deployment
City staff and the vendor proposed a pilot approach with 5–7 fixed units for school zones and problem intersections and two handheld radar units for the I‑271 corridor. The vendor recommended evaluating results after about six months, with a target reduction of roughly 20–25% in speeding at deployed locations as an initial success metric and crash reductions as the primary measure of safety gains.
Public outreach and next steps
Committee members repeatedly asked for a public education program and an in‑person information session prior to a council vote. "We're gonna need a full blown communications plan behind this," one council member said, and others recommended mailers, social posts and an information session that allows residents to view sample evidence images and ask questions.
The committee asked staff to distribute four years of crash data for the targeted locations and agreed to place the proposal on the May 18 council agenda; several members requested the final contract, data and outreach plan be shared in advance of that meeting. No formal vote was taken by the committee during the session.
