A Belfast resident, Deb Director, used the public-comment periods at the March 18 council meeting to describe receiving an enforcement letter asserting she was in violation for heat-pump work installed several years earlier and warning of fines, liens and possible demolition if corrections were not made by March 31.
Director said installers who performed the work were unreachable or out of business and that she felt threatened by the letter’s tone. She asked whether the city could offer waivers or grandfathering for installations performed before newer rules took effect.
Council members and staff responded on the record: one councilor urged her to come to City Hall to meet with code and planning staff, and councilors suggested the initial letter language may be partly standardized. City Manager Aaron Herbig recommended setting an appointment so staff could review the matter in detail and guide her through the process.
Council did not take formal action on the resident’s case at the meeting; staff told the resident to meet with planning and code staff and to return to council if unresolved.
