Somerset Housing Authority keeps leadership, approves $2,800 roof repair, $24,000 snow-exemption filing and waterline change order

The board then voted unanimously to hire All-Phase Carpentry Incorporated as the lowest responsible bidder to repair the roof and chimney at the John F. Kennedy Community Center for $2,800. The motion was made by Commissioner Peter Tetreault and seconded by Commissioner Robert Taylor.
Executive Director Lynn Berube asked the board to file a $24,000 budget-exemption request to cover snow-removal expenses from the February 2026 blizzard after an earlier request for reimbursement was denied; the board approved the filing by unanimous roll call (motion by Peter Tetreault, seconded by Barry Sullivan).
On capital works, the board approved Change Order No. 1 for project 273068 — the waterline replacement at Eugene Murphy Village — authorizing a materials cost increase of $3,279.30 and a six-month time extension. Staff explained the extension was requested because winter road closures prevented construction during the winter months. The motion, made by Barry Sullivan and seconded by Robert Taylor, passed unanimously.
On the warrant for April 2026, Commissioner Barry Sullivan asked whether a Town of Somerset line item was for water; staff confirmed it was. The warrant was approved by majority vote with Chair Aspden recorded as abstaining.
The board completed the meeting without further changes to its leadership roster and adjourned at 6:41 p.m.
What happens next: staff will issue the contracted work orders and file the snow-exemption request with the appropriate municipal/funding authorities; the waterline contractor will receive the approved change order and revised schedule, and staff will continue to track timelines for sidewalk and roofing bids noted in the director’s report.
