Residents urge Beachwood City Council to reject rezoning for proposed Sheetz at 24700 Chagrin Boulevard

Residents and business owners urged the Beachwood City Council on April 20 to reject a zoning change request to allow a 24-hour Sheetz convenience store and gas station at 24700 Chagrin Boulevard.
Adam Glassman, an attorney representing Mercantile Associates’ neighbors, told council the parcel remains an office building and that the rezoning request should be treated as discretionary. “It is an office building in its current form,” Glassman said, arguing that rezoning is “simply a request. It is not an entitlement.”
Multiple residents described traffic and safety concerns if a 24-hour convenience store and additional fueling pumps were installed. Ayesha Taylor, who said she drives Chagrin Road frequently, warned the proposal would increase congestion and left-turn maneuvers at a busy stretch of road and told council, “we don’t want to bring that type of crime into our community.”
Owners and tenants in Commerce Park said the proposed location would create parking and truck-access conflicts and could become an “attractive nuisance.” Property owner Sam Kanata said his fully leased office building abutting the site contributes significant tax revenue and that tanker access and left-turn conflicts were not shown on the developer’s drawings.
Opponents also highlighted organized community opposition. Guy Mercer, who started an online petition, said the petition had roughly 462 signatures on Friday and grew to 485 by the morning of the meeting, with the majority from Beachwood ZIP codes, and said printed signatory lists were provided to council members.
No final council vote on rezoning occurred at the meeting. Council heard testimony and public comment; planning and any formal council action on the rezoning will follow the city’s normal review and approval processes.
