At its June 9 meeting the Oak Bluffs Select Board took several administrative actions: it approved the Noyes FY27 budget presented by Dukes County Regional Housing Authority (DCRHA) and authorized the Town Administrator to negotiate a three‑year management contract with DCRHA; approved a memorandum of understanding designating the Dukes County Sheriff's Office as the regional lockup for Martha’s Vineyard; declared roughly 4,000 gallons of heating oil from the elementary school boiler renovation surplus; and approved a series of event permits, appointments and small donations.
DCRHA representatives explained TRI is no longer involved in Noyes management; DCRHA will take on property management and administrative responsibilities under the proposed contract. Select Person Mark Leonard disclosed he serves on the DCRHA board. Select Person William (Bill) Cleary said the proposed administrative and property‑management fees (10% each) appeared high and asked for a clearer breakdown; DCRHA representatives offered to provide historical financials and the board asked the Town Administrator to negotiate fees and schedule annual reviews.
Sheriff Ogden told the board there is only one regional lockup on the island and the MOU codifies the sheriff's office function and funding mechanism under the general appropriation. The board approved the MOU unanimously.
Other actions: the board declared the elementary school heating oil surplus (not to be donated to the regional high school), approved one‑day alcohol and amplified‑sound permits for local events (Knock Knock Comedy, Ladyfest MV, Holy Ghost Association events), appointed Stefanie Wolfe to the Economic Development Council, formed a short‑term rental (STR) ad‑hoc working group, accepted modest donations to the library and fireworks fund, and approved raising a 250th anniversary flag at Town Hall for June 29–July 6.
The board adjourned at 6:18 p.m. and asked for financial detail on the Noyes budget and an update from the STR working group by the end of July.
