Brewer council OKs water-main engineering, commits grant match and signs MDOT signal agreement

Brewer City Council on April 28 approved several infrastructure actions: an engineering contract to design replacement of a failed water main crossing at Felts Brook, a local-match commitment for a state adaptation grant to protect the Hatcase Pond access road, and an agreement with MDOT to add a crosswalk and signal improvements at South Main and the Cianbro entrance.

Council authorized a $23,500 contract with Woodard & Curran to prepare design, bid documents and construction administration for replacing a 77-year-old water main that failed on April 2, 2026. The order directed using Water Capital Improvement Program funds with a transfer from the Water General Capital Reserve Account.

Separately, the council committed to providing the minimum five-percent local match (up to $50,000) required by the Maine Infrastructure Adaptation Fund for resilience improvements to the Hatcase Pond access road, authorizing appropriation from the Watershed Protection Reserve. The statement of fact cited undersized culverts, erosion concerns and vulnerability to severe storms as motivations for the grant application.

For pedestrian safety at South Main and Cianbro, the council authorized an Urban Partnership Initiative agreement with the Maine Department of Transportation for $200,000 on a 50/50 cost-share basis to construct a new crosswalk incorporated with the traffic signal; the Finance Director will include the city share in the FY2027 budget.

Each of these items was approved on the consent calendar and passed with a 4–0 vote. The council directed staff to proceed with contracting, design, and grant application steps and to return as necessary with construction bids or additional appropriation requests.
