City staff reported the contract will include conversion of five years of property data from the city’s current VGSI system and training between July 1 and Sept. 30, 2026. The city provided a five-year schedule of annual subscription fees and listed a one-time implementation cost. The council authorized appropriation of up to $20,000 from Unassigned Fund Balance to cover a one-time implementation cost and bridge fees, with $10,000 proposed from Assessing Computer Software and up to $10,000 from Finance Computer Software accounts.
The Order notes staff and the City Assessor reviewed other vendors and identified Catalis as meeting the city’s needs; the statement of fact references research by City Assessor Valerie Moon. The consent calendar motion to approve the Catalis contract passed on a 4–0 vote as part of the consent calendar.
The contract will require staff to manage conversion and integration tasks and will allow more field access to assessing data via additional user licenses. The City Manager is authorized to execute the contract and to manage implementation under the council’s appropriation.
