Brewer Council renews most amusement licenses, conditions Penny Lane approval on inspection

Brewer City Council renewed amusement licenses for local businesses April 28 after a public hearing, but placed a condition on one applicant pending a final code inspection.

Mayor Jenn M. Morin convened a public hearing listing eight renewal applicants, then the city clerk read a notice and an email from Code Enforcement Officer Kristie Rines regarding outstanding property maintenance violations at 534 Wilson St (Penny Lane Bar & Grill). Rines’ message said, “To date, 534 Wilson St has open code/ordinance violations at this location that require remediation for this property to pass its yearly life health & safety inspection.” The Code Department recommended approving Penny Lane’s license as conditional pending remediation and a final inspection.

Councilors heard no written or oral public comments on the amusement license applications. After consideration, the council approved renewal orders for Between Friends/Next Generation Theatre, Brewster’s Fine Food & Drink, Cap’s Tavern, High Tide Restaurant & Bar, Jeff’s Catering + Event Center, Mason’s Brewing Company, and Brewer Eagles Club. The council approved Penny Lane’s amusement license on condition that the business first receive a Certificate of Occupancy from the Code Enforcement Office and address remaining violations.

Council action came on motions from council members on the consent calendar and individual motions for the two remaining licenses; the consent calendar orders passed 4–0. The conditional approval for Penny Lane was also adopted on a 4–0 vote. The clerk will not issue the Penny Lane amusement license until Code Enforcement confirms remediation and issues the Certificate of Occupancy.

The public hearing was adjourned and the council proceeded to other business. No appeals or further public comment on the licenses were recorded at the meeting.
