Kewanee council approves TIF agreement, new police title fee and multiple infrastructure contracts

Kewanee’s City Council unanimously approved a package of economic and infrastructure measures at its Aug. 12 meeting, including an ordinance to execute a Tax Increment Financing agreement with Dale Mathews D.B.A. Broken Chimney and several resolutions authorizing fees, banking arrangements and street and rail crossing work.
Ordinance #3957, authorizing a TIF district development agreement with Dale Mathews D.B.A. Broken Chimney, passed on a motion by Council Member Michael Komnick, seconded by Council Member Michael Yaklich; the roll call was 5–0. Council did not record additional details of the agreement in the meeting minutes beyond the ordinance title.
Council also adopted Resolution #5179 to authorize the Kewanee Police Department to charge a $20 title-processing fee plus required postage for each title processed for local businesses. "This is a process that we have done for years but haven’t charged for. We broke down the fees and feel since we do close to 60 per year it's time and resources that need to be reimbursed," Council Member Michael Yaklich said during discussion. The resolution passed on a motion by Yaklich, seconded by Komnick, by a 5–0 vote.
Resolution #5180 authorizes the City Manager to extend agreements with the State Bank of Toulon and IH Mississippi Valley Credit Union (IHMVCU). City Manager Bradley said the extension continues the current contracts and noted that rates could change if market rates move. The resolution passed 5–0 on a motion by Council Member Komnick, seconded by Council Member Steve Faber.
The council approved Resolution #5181 awarding additional work under the 2019 annual street maintenance program to Advanced Asphalt Company Inc., and Resolution #5182 authorizing a roadway surfacing agreement with BNSF Railway Company. Council members asked clarifying questions about the BNSF item—the listed cost reflected permit insurance, not construction costs—and expressed concern about the length of any viaduct closure. City Manager Bradley said the project will begin this year and be completed; Mayor Gary Moore noted the budgeted amount is "$58k." Both resolutions passed on recorded 5–0 votes.
