Roxbury selectmen approve $173,817.73 warrant, accept funded retaining wall deed and set ordinance hearings

ROXBURY, Maine — The Roxbury Board of Selectmen on Jan. 28 approved municipal business including a $173,817.73 warrant, the board’s chair said.
Chair Timothy Derouche called the meeting to order and the board voted 3-0 to sign and approve Warrant #2 for $173,817.73 after a motion by Derouche and a second from Selectman Matthew Patneaude.
The board also accepted a proposal to rebuild a retaining wall that board members said is fully funded and can be completed in the spring. Selectman Matthew Patneaude moved to accept additional deed wording requested by an abutting landowner; Derouche seconded and the motion passed 3-0.
In policy work, the selectmen moved two draft ordinances to later meetings for further consideration. Derouche moved to certify the parking ordinance to be taken up at the March meeting; Ray Hodsdon seconded and the motion passed 3-0. Derouche also moved to move the dog ordinance to the March 16 meeting; Hodsdon seconded and that motion passed 3-0.
Board members scheduled and confirmed several budget and policy dates: a budget meeting for Jan. 29 at 1:00 p.m.; an additional budget meeting on Feb. 12 at 1:00 p.m.; a revaluation RFP workshop on Feb. 11 at 5:00 p.m.; and a procurement policy workshop on Feb. 11 at 5:30 p.m. The board noted $11,000 has been placed in the draft budget for updated town maps.
During public comment, a representative of the Silver Lake Camp Owners Association provided further information on a TIF funding request, and an ATV club representative inquired about refund checks tied to a state grant process. The board did not take final action on the TIF policy at this meeting and recorded that the TIF money-request policy and application would wait for future consideration.
Other routine items included building and fire-department updates — a roof replacement was listed as a budget item and the fire department reported a door problem that is increasing propane usage — and code-enforcement listings of several shoreland and lot concerns. The licensed plumbing inspector will investigate whether local businesses should inspect grease traps every one to three months in response to a recent septic issue at Knotty Moose.
The board forwarded a late funding request from Hope Associations to the budget committee after a motion by Derouche and a second from Patneaude; that motion passed 3-0.
The meeting concluded with selectboard comments confirming upcoming meetings and workshops. The board adjourned at 7:08 p.m. The minutes were later recorded as approved as written on Feb. 11, 2025.
