Roxbury selectmen approve salt order, sign retainer-wall bid and $12,445.59 warrant

Selectman Timothy Derouche called the Roxbury Board of Selectmen to order on Feb. 11, 2025, and the board took several administrative actions, including approving the minutes from Jan. 28 and signing Warrant #3 for $12,445.59.
The meeting’s most contested vote came on winter road maintenance. After a contractor described concerns about large plow-outs and the need for sand and salt, Selectman Timothy Derouche moved to order a truckload of salt; Selectman Ray Hodsdon seconded and the motion passed 2-1. The board discussed that salt requests should be routed through the contractor rather than made by residents.
The board approved multiple routine requests from the Roxbury Historical Society to use the town hall entrance for its annual meeting membership drive and raffle, the town kiosk at the mile-long yard sale, and the Silver Lake Camp Owners Association meeting. Those permissions were moved by Selectman Matthew Patneaude, seconded by Selectman Ray Hodsdon, and recorded as approved in the minutes.
Infrastructure matters included a budgeted roof replacement for a town building and preliminary work on a roof over the town sand supply. Derouche provided measurements for the sand roof (14 feet in front; overall 24 by 24 feet) and Renee Hodsdon agreed to seek pricing for a metal frame. The board also signed a bid to Pratt and sons so materials can be ordered for a retainer wall scheduled for spring work; Derouche moved to sign the bid, Patneaude seconded, and the motion passed 3-0.
On funding guidance, the board set recommendation amounts for small funding requests: if an applicant asks for $370 the town will award $361; the minutes also record per-resident award options ($1 or $2 per resident); the board approved the guidance 3-0. The board reviewed the auditors’ letter, discussed ongoing code-enforcement and shoreland items, and noted that the plumbing inspector will send a follow-up email with responses.
Selectmen also approved the Cogleys zoning renewal by motion (3-0), discussed parking and cleanup expectations for two upcoming fishing derbies, and noted that swim-area permits for the buoy system are required every five years. The board scheduled follow-up workshops and meetings, including a Budget Meeting on Feb. 12 at 1:00 p.m., and Procurement Policy and Revaluation RFP workshops on Feb. 25.
Warrant #3, totaling $12,445.59, was moved for approval by Selectman Timothy Derouche and seconded by Selectman Matthew Patneaude; the board approved the warrant 3-0. The meeting adjourned at 7:08 p.m.; the next Selectmen's meeting was scheduled for Feb. 25 at 6:00 p.m.
