At its June 16 meeting the Dallas County Board of Supervisors approved a set of operating transfers and routine fiscal and program actions, including a contract for cost allocation services and formal adoption of a General Assistance manual.
Resolutions recorded in meeting materials show an operating transfer of $58,217 from the Conservation Conditional Use Fund to the Secondary Road Fund (Resolution 2026-0080), a General Basic Fund transfer with a remaining balance of $11,898 to the Secondary Road Fund (Resolution 2026-0081), and a Rural Services Basic Fund transfer balance of $34,401 to the Secondary Road Fund (Resolution 2026-0082). The transfer requests and supporting forms were prepared and signed by the Director of Finance & Operations, Rob Tietz.
The board also approved a three-year contract with Cost Advisory Services, Inc. to prepare annual county central-service cost-allocation plans for FY2026–2028 at $6,580 per annual plan; deliverables include filing completed plans with Iowa DHHS and assisting with Local Administrative Expense (LAE) claims. The contract materials specify that the fiscal recovery from each year's plan should exceed consulting fees and include a refund clause if consultant fees exceed 50% of actual recoveries.
Finally, Resolution 2026-0079 adopted the Dallas County General Assistance Manual, which sets eligibility, application, and disbursement rules under Chapter 252 of the Code of Iowa and assigns administration to the director of the county health department. The manual describes verification procedures, eligibility criteria (residency and resource tests), limits for rent and utility assistance, and vendor‑payment procedures for burial assistance.
