Roxbury selectmen hire first town administrator, adopt two ordinances and approve routine contracts

At their March 25 meeting the Roxbury Board of Selectmen approved the town's first Town Administrator/Tax Collector, adopted animal and parking ordinances that residents approved at the Annual Meeting, accepted a roof replacement bid with a $15,000 deposit and approved multiple appointments and warrants.
The Roxbury Board of Selectmen voted March 25 to hire Renee Hodsdon as the town's first Town Administrator/Tax Collector and to approve a series of routine motions including adoption of two ordinances residents approved at the town's Annual Meeting.
The board unanimously approved the hire of Renee Hodsdon, directing that the ordinance language be corrected so the position also covers the tax-collector function. The motion, made by Selectman Timothy Derouche and seconded by Selectman Matthew Patneaude, sets her pay to begin as of the Annual Meeting this year.
The meeting also finalized two ordinances that voters had approved at the Annual Meeting. Selectman Derouche moved and the board approved, 3-0, signing the Town of Roxbury Animal Ordinance; a copy will be sent to the sheriff and the animal control officer. The board likewise approved the Parking and Traffic Control Ordinance, directing that a copy be sent to the sheriff.
On capital work, the board accepted a roof replacement bid in the presence of the contractor, approving the work and authorizing a $15,000 deposit to be paid once the contractor provides insurance documentation and a W-9 form. Selectmen also discussed bidding the second hall door together with a fire-department door and noted the overhead garage-door work will occur later in the year.
Selectmen approved a package of routine appointments: Rob Stevens as tax assessor; Richard Coulombe reappointed as code enforcement officer and plumbing inspector; Cynthia Souriolle appointed animal control officer; Eric Giroux accepted as assistant fire chief and as the emergency management (EMA) officer; Matthew Patneaude named an E-911 officer; Howard Whitten appointed to the Cemetery Committee. The board appointed Ray Carver as fire chief by a 2-0 recorded vote on that item.
Other business included authorizing the revaluation request for proposals to go out to bid, setting the ratio declaration at 57 percent, approving a 500-ton salt bid, and scheduling workshops on procurement, DEP letters and winter-roads contract updates. The board also moved to send a proposed TIF grant policy for nonprofit applicants to the town attorney for review.
The board signed the return warrant as emailed to them and later approved the town warrant for $150,986.58. The meeting adjourned at 8:00 p.m.
The board scheduled several upcoming meetings, including a Procurement/Purchasing Policy workshop on April 8, a DEP-letter workshop on April 9 and a Comprehensive Plan meeting on April 10.
