Planning staff told commissioners the applicant has provided required documentation, utilities are available at the site, storm drainage was reviewed, and the Wyoming Department of Environmental Quality provided a non‑adverse recommendation.
The proposal averages about 4.74 acres per lot and anticipates individual wells and septic systems for each parcel. Road access will be from the county PF road; no new public roads are proposed. Staff noted one title error found by the title company that required language to vacate a preexisting plat; that correction was incorporated prior to final approval. The planning commission unanimously recommended approval.
The City of Laramie submitted comments asking that annexation occur for some matters and identified concerns about utilities and fire protection; county staff provided a draft response addressing those comments in the board packet. Commissioners adopted staff findings and incorporated the staff analysis when moving to approve the plat.
Next steps: County staff will finalize the recorded plat documents and implement any conditions in the staff response. The board's approval adopted staff conclusions of law and findings as stated in the staff report.
