The board unanimously accepted the finance committee's OE-5 monitoring report and heard a bond update from staff and counsel before approving a resolution authorizing the issuance and sale of up to $30 million in general-obligation bonds. Bond counsel described the resolution as substantially identical to prior issues and the board delegated authority to the superintendent or his designee to set final terms.
On capital projects for the Beaufort-Jasper ACE campus, board members moved, under a two-thirds procedural vote to place the item on the agenda, then amended a prior motion to substitute the funding source to 8% capital funds and approved a $1,000,000 transfer to a jointly held account with Jasper County. Finance staff said Jasper County has wired $1,000,000 and that the board's action is a matching start for co-owned capital work; administrators said additional transfers would come back to the board if needed.
The board also authorized the superintendent to award the facilities maintenance management services contract described in RFP 25-024 to Sodexo Incorporated, with execution to follow after the protest period. Separately, the board considered and recorded the outcome of an addendum (addendum #1) to the athletic-fields/grounds maintenance contract with BrightView Landscape Services, Inc.; the board chair later noted the final recorded vote on BrightView was 5 yes, 2 no and 1 abstention and that the motion was approved.
In other business, a board member's motion directing the superintendent to bring back information on metal detectors and weapons-detection/security systems passed after members broadened the scope to include a range of detection technologies; the motion carried with a single abstention recorded. The consent agenda was approved and the meeting concluded.
