The Mendota City Council on Sept. 2 introduced and waived the first reading of Ordinance No. 25-03, amending Section 5.04.200 of the Mendota Municipal Code to increase the number of permitted garage and yard sales to six per calendar year.
Mayor Victor Martinez introduced the item, and City Manager Cristian Gonzalez provided the staff report. Public comment included a request from Silvia Martinez earlier in the meeting to consider increasing the number of permitted garage and yard sales; a speaker identified as Rachel also commented during the item. Council Member Joseph R. Riofrio moved to introduce and waive the first reading and to modify the ordinance to set the limit at six sales per calendar year; Mayor Pro Tem Jose Alonso seconded. The motion passed by a recorded unanimous vote of the five council members present.
The ordinance amends the municipal code language identified in the staff report as Section 5.04.200 of Chapter 5.04 (Title 5). The council’s action on Sept. 2 was the introduction of Ordinance No. 25-03 with the first-reading waiver and the specified modification; the minutes do not list an effective date or further adoption steps following the waiver.
Council members said the change was intended to respond to public requests to allow more small-scale sales while preserving permit oversight. The council did not record any amendments to fee amounts in the motion. The item will return for any subsequent readings or administrative steps required by city code.
