Kewanee council praises Hog Days, addresses East Street concerns and hears solar update

Council Member Komnick and others praised East Street landscaping and striping, and City Manager Bradley said a communication error within staff explained why downtown streets were painted, paved, then repainted.
Council Member Yaklich asked for updates on the Boiler Shop; City Manager Bradley said he would contact county and state offices for any progress. Rod Johnson said he had just received a message from the Health Department and was seeking estimates to repair a well.
Yaklich requested an executive session with Bock Inc. to discuss their contract and a "sludge debacle." Staff member Justin read provisions of the Open Meetings Act and said, off the cuff, that a closed meeting with Bock Inc. would likely not meet the statutory exceptions; he said he would research further. During this exchange Yaklich also questioned late payments to the Illinois Department of Revenue; Debbie Johnson said a missed date had caused a late payment and that this should be the last occurrence.
Mayor Gary Moore encouraged support for the Fire Department's "Fill the Boot" on Sept. 27 from 3–6 p.m. and said he is working with Sun Pin on potential solar installations at multiple city locations. The council announced the transfer station would be open its last two Saturdays on the 14th and 28th.
What happens next: City Manager Bradley will follow up with county/state contacts on the Boiler Shop; Justin will research whether an executive session with Bock Inc. is legally supportable; utility/finance staff will confirm any necessary internal controls to prevent future late payments to state agencies.
