Roxbury selectmen forward snowmobile, ATV and nonprofit funding requests to budget committee

At the Jan. 14, 2025 meeting, the Roxbury Board of Selectmen reviewed a slate of community funding requests and voted to forward them to the town budget committee for further review and legal screening.
Selectmen moved the Slippery Sliders Snowmobile Club’s TIF money request forward to the budget committee and asked the club to submit supporting documents; the motion was made by Selectman Timothy Derouche and seconded by Selectman Matthew Patneaude, and passed 3-0. The minutes record the board’s intention to check the legality of using TIF funds for the request before any funding decision is made.
The board likewise reviewed an ATV Club request related to land and trail work and voted to send that request to the budget committee for investigation. The minutes state the board will determine whether it is legally permissible for the town to fund the request; if not permissible, the board discussed options including purchasing land itself so clubs could use it, or, if funding is permissible, submitting the question to residents for a vote (motion by Timothy Derouche, second Matthew Patneaude; vote 3-0).
Selectmen also moved several nonprofit and community requests to the budget committee for consideration, including a River Valley Chamber of Commerce request, a Silver Lake Camp Owners Association request (the board asked staff to check with the lawyer and state before placing that item on a warrant), NORSWB, Safe Voices, Community Concepts, and a late request from River Valley Healthy Communities. The board asked that late and supporting materials be supplied where appropriate before budget deliberations.
Why this matters: The decisions set the process by which local recreational clubs and nonprofit organizations will seek town support. Final funding determinations depend on the budget committee’s review, any required legal findings, and, if necessary, voter approval.
