Bluff Council names emergency manager succession, plans training to comply with HB 96

The Bluff Town Council on June 9 reviewed requirements from Utah House Bill 96 for towns to submit an Emergency Manager, a list of three interim successors in order, and a roster of individuals authorized to send emergency alerts by July 1.
Mayor Josh Ewing volunteered to serve as the town’s #1 Emergency Manager and said he would take the required Incident Command training; staff member Erin Nelson was offered as #2. Council identified Malia Collins as the likely #3 and appointed Britt Hornsby as #4. Council members noted that all four designees must complete Incident Command training and familiarize themselves with the Emergency Operations Plan and Emergency Alert Plan, which staff will complete at current capacity.
The session also addressed which local officials should be authorized to send emergency alerts. Mayor Ewing recommended designating four named individuals plus the Fire Chief to ensure prompt alerts; the record lists possible alternatives discussed (Chief Dawn DiLego, Spencer Wade, Gary Haws, LuAnne Hook, Gary Lichtenstein) and shows final agreement to appoint Britt Hornsby as the fourth successor. The council did not take a formal, final roll call vote in the work session but directed staff to file the required names and training plan with the state as required by the legislation.
Council members emphasized the training requirement and the need to clarify emergency management responsibilities in town documents. The work session concluded with staff directed to finish the Emergency Management Plan and Emergency Alert Plan so the town can meet the July 1 submission deadline.
