River Ridge CDD appoints Keith Merrill, elects officers and ratifies audit

The River Ridge Community Development District appointed Keith Merrill to fill the vacant Seat 1 at its Oct. 22 meeting.
Mr. Schultz nominated Mr. Merrill and the motion to appoint him was approved unanimously. Mrs. Cleo Adams, as a notary, administered the Oath of Office. District staff and counsel reviewed obligations for newly sworn supervisors, including required ethics training, filing Form 1, the Sunshine Law and Form 8B for voting conflicts.
The board adopted Resolution 2025-01 electing officers for the district roster (Chair Bob Schultz, Vice Chair Terry Mountford, Assistant Secretaries Kurt Blumenthal, Robert Twombly and Keith Merrill) and removing James Gilman from the list of officers. The resolution was adopted unanimously.
The board also ratified Resolution 2024-05A accepting the audited financial report for the fiscal year ended Sept. 30, 2023. Mrs. Adams presented unaudited financial statements as of Sept. 30, 2024 and identified apparent misallocations and variances (for example, General Fund ' Engineering at 209% of budget and Contingencies at 421% of budget due to a landscaping reclassification); staff will request paid invoices and correct the General Ledger entries in the next financial statements.
The board approved amending the Aug. 27, 2024 meeting minutes as requested, and rescheduled the next meeting from Nov. 12 to Nov. 19, 2024.
